Board of Education Vote on Redistricting Completed 11-15-12

On November 15th, 2012 the Board of Education voted 7 to 0 to approve the Plan Entitled BOE #9.  This plan covers many sections of the county and tries to solve many issues.  What is most important for Talbott Springs is that the solution to our overcrowding will come with moving students in Polygon #96 from TSES to Steven's Forest Elementary School.  This move will result in approximately 160 students leaving TSES.  You can read the sections below, plus the meeting summaries we have posted since the beginning of the summer to see how the plans unfolded.  We will update this section with links to the video from the 11-15 meeting when they become available.


The redistricting process is drawing to a close.  On November 13, the BOE will hold its last work session on redistricting and give staff a chance to prepare the final recommendation for voting on November 15th.  Please check out the meeting summaries below to see where TSES Stands.  As of November 8th, BOE plan #9, Polygon #96 is moving from TSES to SFES.  Stay Tuned for news from the 13th's meeting to see if the situation changes.

The final plan, that will be presented to the Board of Education on October 18th, is now available.  Please find a complete copy of the plan below "10-18-12 Attendance Area Adjustment Plan BR.pdf"".  The plan is significantly different from the AAC's summer plans and the Original June 2012 Staff Feasibility Plan.  The biggest difference is in the number of kids moved.  The original plans move something like 2,800 students and the proposal going before the board moves only 1,800.  

The news for TSES has not changed.  The intended polygon to move is still #96, from TSES to Steven's Forest.   This move will take approx 160 students from TSES to Steven's Forest.   Please see the map below to clarify the exact location of polygon #96.  The plan would bring TSES from it's estimated capacity of 146% to 109.5 in 2013-2014, 111 in 2014-2015, 114.9 in 2015-2016, 114 in 2016-2017 and 108 in 2017-2018.  Our FARM scores are estimated to drop from 46% to 39%.  MSA scores, small feeds and other measurables are not expected to change significantly.

The BOE will deliberate over the next month and vote on some form of this plan by mid November.  Please see schedule below for exact dates and times.



Redistricting News - 2012 Feasibility Plan Released

The Howard County School System has started the redistricting process for the section of the county that includes TSES!!  This process will affect your family in one of several ways, either your planning area could be moved to a new school, or a new planning area could be moved to our school or a neighbor's planning area could be moved to a new school.  


What we know for sure is that TSES is above the target capacity of 100-110%, with its current level of 140%.  As a matter of fact, most of the schools in this area are over capacity.  To help relieve this pressure, the school system is building a new elementary school #41 and it will be completed by August of 2013.  As a result the county will need to shift population to fill the new seats in this school.  They will also be trying to keep the schools at a target capacity of 100-110% for a projected 5-8 years.

To assist in this effort, the school system has set up an Attendance Area Committee.  

The purpose of the Attendance Area Committee (AAC) is to develop and evaluate potential school redistricting plans that will be presented by Department of Education Staff to the Board of Education (BOE) for consideration.

The AAC is comprised of no more than 12 members, and includes residents from each of Howard County Public School's planning areas, one student representative, and the facilitator from the Department of Education. Applications to be on the committee are accepted every spring. An interview process is used to recommend members to the Superintendent for consideration as members of the AAC. Members must be at least 21 years old and be residents of Howard County.

Committee Meetings Planned

The redistricting process for the 2013-2014 school year will begin on June 14 at 7:30 p.m. The Office of School Planning will present the Board of Education (BOE) with the 2012 Feasibility Study. The study will include a draft of the redistricting plans.  Copies of the plan are found below!!  We have also included copies of the planning maps to help you find out which planning area you are in.  Please contact pta@tsespta.org if you have questions and we will try to answer them to the best of our abilities.

Between June 19 and August 28, the AAC will review the plans during working committee meetings. The public is welcome to attend and observe any of these meetings. Dates will be announced as they become available. After each work session, all meeting notes will be posted on the HCPSS Website under "Attendance Areas and School Planning" section

Once the AAC work sessions come to a close at the end of August, the 2012 Redistricting Meetings will begin. During these meetings (see schedule below) the public may submit their input and feedback to the BOE.
