July 31 2012 AAC Meeting Summary

The meeting was the lightest in attendance in some time.   We had maybe 30 citizens in attendance.  The meeting started off with analysis of plans L1-L3.  Staff presented reports on Capacity, FARMS, MSA’s and small feeds.  The staff analyzed plans L1 through L3 and made some minor tweaks mostly to small feeds. The meeting then was designed to focus more on middle school alignment. The committee chose instead to focus more on Western County redistricting including pulling up redistricting plans for the 2016 school year, this allowed the committee to continue with scenario planning and testing. Plans L2 L3 both move around 2,744 students. This is in contrast to 2,866 proposed in the June 2012 feasibility study.  L2 tended to move students to Swansfield Elementary from North and West, while plan L3 tended to move students to Swansfield Elementary from South and West.  The committee continued with much tweaking to the Ellicott City region and Swansfield particularly.  Feeds to Clarksville were affected in this scenario building. 

 As a result, plan L5 was created combining the best elements from L2 in session tweak and L6 came from L3, L2 and in session tweaks. There was much discussion about the FARMs impact in these plans with Swansfield having an increase in FARMS as a result.  There was also discussion about crossing guards and the effect that has on budgeting or lack thereof. Talbott Springs was not discussed at the meeting until nearly the end.

For a little history, in 1992 the redistricting plan tried to get rid of the Hopewell Island at Talbott Springs and move it to Stevens Forest, but was unsuccessful.  The committee is starting to get curious about islands, particularly in our region, which serve Talbott Springs elementary school.  Staff did emphasize that the movement of polygon 96 in the Talbott Springs Elementary school region left polygon 96 as a walker to both Talbott Springs and Steven’s Forest.
