August 7, 2012 AAC Meeting

Hi all,
This meeting was very well attended.  I counted close to 60 citizens at the meeting.  The majority seemed to have shown up to highlight their displeasure at changes made in the Ellicott City Planning Areas.  Over 100 pages of correspondence were received since the last meeting and most of them from Ellicott City.  
The committee entertained a guest speaker.  The gentleman, David Ramsey, was from the transportation division of Howard County Schools.  He was there to help answer committee questions on how transportation issues should effect the plan.  

Interesting Facts
1.  there are 315 large buses in the HC fleet that transport 40,000 kids
2.  and 121 smaller buses (mostly special education) transporting 18,000 kids.
3.  These buses put on an astounding 30,000 miles per school day.  17,000 for the regular buses and 13,000 for the smaller buses.
4.  this means that the buses put on 5.5 million miles during a school year consuming 3/4 million gallons of gasoline. Whew!!
5.  Buses are rated for 64 persons, however for high school the number is reduced to 44.
6.  Walking limits for High School is 1.5 miles, middle is 1 miles and elementary is 1 miles.  Distance is calculated from property line of residence to property line of school, except for elementary school which is the nearest entrance of the school instead of the property line
7.  all but one of the crossing guards, employed by the police department, are located at elementary schools.  The one not at an elementary school is at Hammond High School.
8.  Max bus ride lenght target is 1 hour.
9.  Minimum of two trips per bus, as high as 4 trips per bus, thus the staggered bell times.
 
Okay back to attendance planning.  There was a little bit of conversation about Talbott Springs.  the idea was to move polygon 63 from TSES to Jeffers Hill (I think) but the polygon is currently a walk polygon and would have to be moved to a bussed polygon.  After the transporation conversation at the beginning of the meeting, this was immediately dismissed.  Plan L5, L6 and L7 are the take aways from this meeting.  With L7 being the leading contender for the committee's recommendation.  Plan M1, was started which deals with the middle school chunk.
